John Ericson 046f091e0d treewide: Don't use envHook anymore
This commits needs a MAJOR audit as I oftentimes just guessed which of
`$hostOffset`, `$targetOffset`, or a fixed offset should be used.

John Ericson 6c74ee68b9 cc-wrapper, cc-wrapper-old: Simplify shell logic
1. `crossDrv` is now the default so we don't need to worry about that in
   build != host builds.

2. shell is the build time shell, so `wrapCCCross` doesn't need to
   worry, as build == host.

3. `shell.shellPath` will always be appended where useful.

4. Complicated `shell == ""` logic served no purpose.

John Ericson f6f40e3fe5 stdenv-setup and misc pkgs: Revert to space-deliminated propagated-* files
We cannot switch to line-delimited yet, because certain Nix commands do
not read in the entire file, but just the first line.

John Ericson 3cb745d5a6 stdenv: Store one package per line in nix-support/propagated-*
This makes those files a bit easier to read. Also, for what it's worth,
it brings us one baby step closer to handling spaces in store paths.

Also, I optimized handling of many transitive deps with read. Probably,
not very beneficial, but nice to enforce the pkg-per-line structure.
Doing so let me find much dubious code and fix it.

Two misc notes:

 - `propagated-user-env-packages` also needed to be adjusted as
   sometimes it is copied to/from the propagated input files.

 - `local fd` should ensure that file descriptors aren't clobbered
   during recursion.

Vladimír Čunát 96cbdc70f2 cc-wrapper: fix #10574: old gcc -> cc fallout
The part with gcc-wrapper-old changes is rather unimportant,
as it's almost unused but I still tested that the sole user `gnat` builds.

Danny Wilson 6a2b723a8b Fix build of gccgo-wrapper on Illumos.
When compiling GCC with NIX_ENFORCE_PURITY,
linking libgcc fails because crti.o and friends
aren't part of the nix store.

Vladimír Čunát bf414c9d4f Merge 'staging' into closure-size
- there were many easy merge conflicts
- cc-wrapper needed nontrivial changes

Many other problems might've been created by interaction of the branches,
but stdenv and a few other packages build fine now.

John Wiegley 28b6fb61e6 Change occurrences of gcc to the more general cc
This is done for the sake of Yosemite, which does not have gcc, and yet
this change is also compatible with Linux.

Vladimír Čunát 1a0a161920 gnat: make it build again (close #5307)
Problems are worked around by using older gcc wrapper for gnat bootstrap.

I tried nicer solutions first, but I was unable to fix all problems for hours.
