pytestCheckHook: add support for disabling arbitrary paths 
Renames `disabledTestFiles` to the more genereric `disabledTestPaths` to
reflect that change.

Jonathan Ringer 9bb3fccb5b treewide: pkgs.pkgconfig -> pkgs.pkg-config, move pkgconfig to alias.nix 
continuation of #109595

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.

python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

Profpatsch 2497553b23 toplevel: stdenv.lib -> lib 
The library does not depend on stdenv, that `stdenv` exposes `lib` is
an artifact of the ancient origins of nixpkgs.

Frederik Rietdijk 7c61ecbefd Revert "Revert "python: 3.8.6 -> 3.8.7."" 
This was originally reverted because of an invalid patch.
This has been fixed and now we want this update again.

This reverts commit e1ed9b3b08.
