* pkgs: refactor needless quoting of homepage meta attribute
A lot of packages are needlessly quoting the homepage meta attribute
(about 1400, 22%), this commit refactors all of those instances.

Make requires variables with more than one letter to be surrounded by parentheses,
like `$(out)`. Just writing `$out` will be interpreted as `$o` followed by `ut`, so
the package installed its documentaion to `ut/share/doc`.

Upstream version of dvd+rw-tools is quite old and many Linux
distributions apply multiple patches to keep it working on newer
systems. This commit includes those patches.
This closes #21024.
In line with the Nixpkgs manual.
A mechanical change, done with this command:

I manually skipped some:
* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)
a program for converting UIF files (Universal Image Format, used by MagicISO)
to uncompressed images depending on the input file type:
ISO, BIN/CUE, MDS/MDF, CCD/IMG/SUB and NRG.
The following parameters are now available:
* hardeningDisable
To disable specific hardening flags
* hardeningEnable
To enable specific hardening flags
Only the cc-wrapper supports this right now, but these may be reused by
other wrappers, builders or setup hooks.
cc-wrapper supports the following flags:
* fortify
* stackprotector
* pie (disabled by default)
* pic
* strictoverflow
* format
* relro
* bindnow
This will probably be mandatory soon, and is a step in the right
direction. Removes the deprecated meta.version, and move some meta
sections to the end of the file where I should have put them in
the first place.
