If services.nixosManual.showManual is enabled and
documentation.nixos.enable is not, there is no
config.system.build.manual available, so evaluation fails. For example
this is the case for the installer tests.
There is however an assertion which should catch exactly this, but it
isn't thrown because the usage of config.system.build.manual is
evaluated earlier than the assertions.
So I split the assertion off into a separate mkIf to make sure it is
shown appropriately and also fixed the installation-device profile to
enable documentation.nixos.

Because when I see "config.system.build.manual.manual" after I forgot
what it means I ask "Why do I need that second `.manual` there again?".
Doesn't happen with `config.system.build.manual.manualHTML`.
This is the semantics as understood by `xdg-open`. Using these semantics
on a non-colon-separated variable works because it acts as if it was a
one element long list.
This fixes an issue where it would try to exec
`google-chrome-beta:google-chrome:chromium:firefox` on a system
configured with these semantics in mind.
- `localSystem` is added, it strictly supercedes system
- `crossSystem`'s description mentions `localSystem` (and vice versa).
- No more weird special casing I don't even understand

- Enforce that an option declaration has a "defaultText" if and only if the
type of the option derives from "package", "packageSet" or "nixpkgsConfig"
and if a "default" attribute is defined.
- Enforce that the value of the "example" attribute is wrapped with "literalExample"
if the type of the option derives from "package", "packageSet" or "nixpkgsConfig".
- Warn if a "defaultText" is defined in an option declaration if the type of
the option does not derive from "package", "packageSet" or "nixpkgsConfig".
- Warn if no "type" is defined in an option declaration.
This reverts most of 89e983786a, as those references are sanitized now.
Fixes #10039, at least most of it.
The `sane` case wasn't fixed, as it calls a *function* in pkgs to get
the default value.
This is an improved version of original #12357.
For the purpose of generating docs, evaluate options with each derivation
in `pkgs` (recursively) replaced by a fake with path "\${pkgs.attribute.path}".
It isn't perfect, but it seems to cover a vast majority of use cases.
Caveat: even if the package is reached by a different means,
the path above will be shown and not e.g. `${config.services.foo.package}`.
As before, defaults created by `mkDefault` aren't displayed,
but documentation shouldn't (mostly) be a reason to use that anymore.
Note: t wouldn't be enough to just use `lib.mapAttrsRecursive`,
because derivations are also (special) attribute sets.

This allows for module arguments to be handled modularly, in particular
allowing the nixpkgs module to handle the nixpkgs import internally.
This creates the __internal option namespace, which should only be added
to by the module system itself.
Using pkgs.lib on the spine of module evaluation is problematic
because the pkgs argument depends on the result of module
evaluation. To prevent an infinite recursion, pkgs and some of the
modules are evaluated twice, which is inefficient. Using ‘with lib’
prevents this problem.
This reverts commit b792394119.
Starting the manual on tty8 was intended as a convenience during
installation, not as a general purpose thing. In fact, given that w3m
runs as root, this is highly insecure!
Previously changing the value of certain options in configuration.nix
would cause the manual to be regenerated, because some option defaults
depend on the configuration. This is undesirable because rebuilding
the manual is kind of slow. So now the manual reflects an empty
configuration.
The downside is that this requires another call to fixMergeModules,
which adds about 14% to evaluation time. Probably worth it.
