This program needs the CAP_IPC_LOCK posix capability.
We want to allow either setuid root or file system based capabilies
to work. If file system based capabilities, this is a no-op unless
the root user is running the program. In that case we just drop
capabilities down to IPC_LOCK. If we are setuid root, then change to the
invoking user retaining just the IPC_LOCK capability. The application
is aborted if for any reason we are unable to drop privileges.
The upstream patch for distutils does not apply cleanly to Python
3.7.3's sources. (The patch applies cleanly to Python 3.7.2's sources,
but nixpkgs commit 0ddae82e6a upgraded
Python to 3.7.3.) Fix the patch to make python37 build on macOS.
Get these from upstream tox-node package instead.
This is likely to cause less maintenance overhead over time and
following upstream bootstrap node changes is automated.
The new HEaP analytic placer for NextPNR uses Eigen for underlying
placement algorithms. Enabling -DUSE_OPENMP passes -fopenmp onto the
compiler, which Eigen picks up automatically with no extra work.
This should result in placer speedups for large designs, e.g. on ECP5
85k chips.

The version number was actually a single day off -- but otherwise the
commit hash, etc didn't change. arachne-pnr development is effectively
halted, but this is a nice touchup anyway.

Remove gettext's build dependency on Bison to avoid this error, fixing
Nixpkgs on macOS.
To avoid rebuilding everything unnecessarily on Linux, only apply these
changes to macOS and keep the Bison dependency for Linux.
