John Ericson 07ecf87693 treewide: Fix various tools wrappers "with packages" ... Now that `buildEnv` is ready, always put `makeWrapper` in `nativeBuildInputs`, rather than `buildInputs` or (worse) mucking around with setup hooks by hand.
