thermald: Always enable adaptive mode.
...
There was some issues with the fallback to passive mode on 2.3, but on
2.4 adaptive mode is always enabled upstream and thermald will fallback
to passive if necessary.

thermald >=2.3 supports the adaptive DPTF mode, in conjunction with
kernel 5.8.

Add missing type information to manually specified enable options or replace them by mkEnableOption where appropriate.

nixos/thermald: add manual config file
...
thermald has two modes: zero-config and manual. Sometimes it is useful
to manually configure thermald to achieve better thermal results or to give
thermald a hand when detecting possible cooling options.
