mpi: use mpi attribute consistently as the default MPI implementations
Use the attribute mpi to provide a system wide default MPI
implementation. The default is openmpi (as before).
This now allows for overriding the MPI implentation by using
the overlay mechanism. Build all packages with mpich instead
of the default openmpi can now be achived like this:
self: super:
 {
   mpi = super.mpich;
 }

All derivations that have been using "mpi ? null" to provide optional
building with MPI have been change in the following way to allow for
optional builds with MPI:
{ ...
, mpi
, useMpi ? false
}

Revert "lib: Clean up how linux and gcc config is specified"
This is a stdenv-rebuild, and should not be merged
into master

This reverts commit 8929989614.

John Ericson 8929989614 lib: Clean up how linux and gcc config is specified
The `platform` field is pointless nesting: it's just stuff that happens
to be defined together, and that should be an implementation detail.

This instead makes `linux-kernel` and `gcc` top level fields in platform
configs. They join `rustc` there [all are optional], which was put there
and not in `platform` in anticipation of a change like this.

`linux-kernel.arch` in particular also becomes `linuxArch`, to match the
other `*Arch`es.

The next step after is this to combine the *specific* machines from
`lib.systems.platforms` with `lib.systems.examples`, keeping just the
"multiplatform" ones for defaulting.

Jonathan Ringer 9bb3fccb5b treewide: pkgs.pkgconfig -> pkgs.pkg-config, move pkgconfig to alias.nix
continuation of #109595

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.

python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

Dominik Xaver Hörl 25bef2d8f9 treewide: simplify pkgs.stdenv.lib -> pkgs.lib
The library does not depend on stdenv, that `stdenv` exposes `lib` is
an artifact of the ancient origins of nixpkgs.

Frederik Rietdijk 3fceafce1e buildPython*: remove pythonRecompileBytecodeHook as dependency
This hook was added to get reproducible bytecode. Because it was causing
issues it was disabled, but still kept as a dependency. Now the main
issue with bytecode reproducibility has been resolved by updating pip to
20.2.4, we remove this hook as a dependency.

If a package with Python code is not yet reproducible, one could add
this hook to `nativeBuildInputs`.
