This also now seems to depend on protoc, but we substitute out the
version of protoc so that we don't download the binary artifacts,
and instead compile protoc from support.

TBD: using the Nixpkgs built version of protoc instead of building from
source.

Profpatsch 4a7f99d55d treewide: with stdenv.lib; in meta -> with lib;
Part of: https://github.com/NixOS/nixpkgs/issues/108938

meta = with stdenv.lib;

is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.

This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

The script in its current form is available at

Matthew Bauer 2a8d05627b build-bazel-package: switch hash mode to “flat”
flat hashes can be substituted through hashed-mirrors, while recursive
hashes can’t. This is especially important for Bazel since the bazel
fetch dependencies can come from multiple different methods (git,
http, ftp, etc.). To do this, we create tar archives from the
output/external directory, which is then extracted to build. All of
the Bazel hashes are all updated.
