mentorToolchains: remove

mentorToolchains.armLinuxGnuEabi is replaced with:

- pkgsCross.pogoplug4.buildPackages.gcc
- pkgsCross.pogoplug4.buildPackages.binutils

and mentorToolchains.armEabi is replaced with:

- pkgsCross.arm-embedded.buildPackages.gcc
- pkgsCross.arm-embedded.buildPackages.binutils
