python3Packages.osqp: disable failing tests

Tests fail on pythonPackages.scipy >= 1.5.0.
This was raised in https://github.com/oxfordcontrol/osqp-python/issues/44
They are being addressed in
https://github.com/oxfordcontrol/osqp-python/pull/46,
and should be re-enabled for the next release.
