nixos/grafana: fix systemd unit

Browse source 
Remove MemoryDenyWriteExecute hardening as it breaks image rendering
plugin. Add CAP_NET_BIND_SERVICE to bind to low ports when needed.
Remove PrivateUsers and ProcSubset as upstream choose to remove it.
