platforms.nix: Switch ARMv7 to vfpv3-d16

Browse source 
Make ARMv7 compatible with non-NEON chips, changing to the same float ABI
that Debian and Arch Linux use. This is apparently required for the
binaries to work on Scaleway, for instance.
